This week, Lithuanian Airports will hold a market consultation on the public procurement of the construction works of new departure terminal at Vilnius Airport. An updated procurement will be presented during the meeting with the participants in the construction market.

According to Arnas Dūmanas, Head of the Lithuanian Airports Operations and Infrastructure Department, the terms of the renewed procurement will ensure the successful implementation of the project.

“One of the most significant changes compared to the previous procurement is the possibility of price indexation in the period after the submission of bids before the signing of the contract, as well as more frequent indexation when the contract has already been signed and the works are already in progress. It is the indexation of the prices of works and materials that is one of the most important conditions that will allow us to move forward and successfully implement the planned works,” said Dūmanas.

According to him, it is likely that the newly announced procurement should take place sooner than the previously announced one. Lithuanian Airports expect to sign a contract with a new contractor in mid-autumn.

 “After the consultations are over, we plan to announce the procurement, we need to perform all procedures quickly and efficiently, and part of the team has put a lot of effort into this in the last few weeks,” said Dūmanas.

Consultations with the construction market participants will take place remotely on 2 June.

The new procurement is announced since the contract has not been signed with the winner of the previous procurement due to great increase in contract and material prices and the legal nuances of public procurement regulations where the prices could not have been indexed prior to signing of the procurement since all the bids have been presented prior to sudden growth of prices. Representatives of the Public Procurement Office did not provide the possibility of signing the contract by indexing the bids as well.

The new passenger terminal of Vilnius Airport will occupy the area of 14.4 thousand sq. m, and its construction will double the Airport’s passenger capacity. The new building will be two-storey, with a passenger check-in area on the ground floor with a self-service area where luggage can be checked in and checked out. Common public spaces, cafes and other commercial areas, as well as airline offices, will also be equipped. Lithuanian Airports plan to secure the major part of the project’s investment with a loan from the Nordic Investment Bank.
