The strategy outlines six strategic areas that form a solid foundation for the accelerated development of both the airports and Lithuania.

 

To align with its vision, LTOU has defined the following key strategic activity directions for the medium term:

I. COMPLETION OF WORLD-CLASS AIRPORT INFRASTRUCTURE TRANSFORMATIONS

In the area of infrastructure development and improvement, the focus is on the timely implementation of the master plan, leveraging transformation opportunities for business growth, and managing risks associated with large-scale infrastructure projects.

  • Key breakthrough opportunity: Successfully synchronizing infrastructure development with the growth of the business partner ecosystem.

II. BREAKTHROUGH IN AIR CONNECTIVITY QUALITY

In the aviation development sector, emphasis is placed on improving the quality, frequency, and convenience of strategic flight routes, such as direct flights to major European economic centers, capitals, and transport hubs.

  • Enhancing service quality and expanding flight routes are crucial for maintaining and increasing Lithuania’s share of inbound and outbound passengers in a competitive environment.

III. DEVELOPMENT OF A BALANCED BUSINESS MODEL

In the area of sustainable business models, the primary focus is on increasing non-aviation revenues, identifying new revenue streams, securing external investments, and actively managing investor relations.

  • The goal is to improve the resilience of airport business models by diversifying revenue sources.

IV. IMPROVING PARTNER AND PASSENGER EXPERIENCES

To maintain high client experience standards alongside growing passenger numbers and infrastructure changes, LTOU must optimize operations, reduce disruptions caused by infrastructure upgrades, and ensure service quality.

  • Initiatives include the implementation of self-service systems and the establishment of clear customer experience (CX) standards.

V. ENSURING BUSINESS CONTINUITY AND RESILIENCE

In the area of operational continuity and resilience, the focus is on protecting Lithuanian airports from geopolitical threats, potential service disruptions, and cyber vulnerabilities.

  • Key initiatives include strengthening cybersecurity, enhancing the resilience of physical and digital infrastructure, and playing an active role in ensuring national security.

VI. SUSTAINABILITY-DRIVEN ORGANIZATIONAL TRANSFORMATION

LTOU’s sustainability efforts include implementing renewable energy, improving noise management, and striving for net-zero emissions. These actions aim to enhance energy independence, improve community satisfaction, and establish LTOU as a leader in environmental sustainability.

How Will the Passenger Experience Change by 2028?

Trip Planning
Updated LTOU digital channels will make it even easier to plan a trip and get familiar with the airport experience before arriving. Passengers will be able to monitor airport occupancy in real time.

Arrival at the Airport

  • More convenient access via public transport
  • Parking lot capacity will reach 4,944 spaces (a 23% increase compared to 2024)

Baggage Drop-Off
For frequent travelers, the self-service baggage drop-off system will ensure a faster and smoother start to the journey.

Security Check
C3 scanners will enable more efficient and faster aviation security checks (no longer than 10 minutes).

Navigation

  • Interactive signs and navigation tools will help passengers find their way more easily within the airport.
  • New energy-efficient solutions will not only reduce CO₂ emissions but also improve passenger comfort in airport facilities.

Waiting for the Flight

  • 7,000 square meters (40% more than in 2024) will be dedicated to commercial services: dining, shopping, and leisure.
  • Passengers will have nearly twice as many food and beverage options to choose from.
  • Passengers will be able to track their flight status and receive important updates remotely in real time.
  • The new airport environment and interior design will aim to minimize passenger stress and create a more pleasant and comfortable atmosphere. The waiting area per passenger will also significantly increase.
